According to the Wall Street Journal, the fact that American kids are increasingly inept in the area of civics education is a crying shame.

One has to admit that the numbers are pretty sad, particularly when 75% of high school seniors in every ethnic category are unable to attain a proficient score on a civics exam. In other words, 3/4 of the kids you watch don cap and gown at your local high school this spring will be unable to answer a multiple choice question about the War Powers Act or U.S. citizenship requirements.

If a large majority of today’s 12th grade students are unable to answer multiple choice questions like those above, how do you think they would do with the non-multiple choice questions below, taken from the Civil Government section of the 1893 Minnesota State High School Board Examination?
